根据《环境影响评价公众参与办法》（部令第4号，2018.7.16），在建设项目环境影响报告书征求意见稿编制完成后，需征求与该建设项目环境影响有关的意见。
一、查阅环境影响报告书的方式
公众可自公示之日起10个工作日内登陆百度网盘下载报告书电子版进行查阅，也可向承德三融畜禽有限公司所索取纸质报告书进行查阅。
